(서울=연합뉴스) 김동호 이동환 기자 = 여야 대권주자로 거론되는 이재명 경기지사와 원희룡 제주지사가 2차 긴급재난지원금 지급 방향을 놓고 10일 격돌했다.

이날 MBC 100분 토론'에 출연한 이 지사는 보편복지 차원에서 전국민에 수혜가 돌아가야 한다고 거듭 강조한 반면, 원 지사는 국가 재정을 취약계층에 집중하는 선별 지원책이 효과적이라고 맞섰다.

이 지사는 "부자 정당이자 기득권 정당인 국민의힘은 왜 선별지급을 주장하고, 더불어민주당은 왜 보편지급을 하자고 할까"라며 "선별지급은 사실 (복지재원에 필요한) 부자들의 (조세) 부담을 줄여주기 위한 술책"이라고 주장했다.

이 지사는 "(1차 재난지원금을) 가구당 100만원 정도 줬더니 만족이 높았다"며 "그걸 1년에 두 번 정도 하자. 주로 부자들이 받는 연간 50조∼60조원의 조세감면을 절반 정도 줄이면 국민 전원에게 50만원을 줄 수 있다"라고도 했다.

원 지사는 "복지를 넓히려면 제약된 예산으로, 국민이 동의하는 조세 부담을 갖고 써야 한다"며 "부자들에게까지 조금 나눠주는 식으로 그 거액을 'N분의 1'로 효과 없이 쓰지 말고, 취약한 복지망을 확충하는 데에 써야 한다"고 강조했다.

원 지사는 전국민에게 지급된 1차 재난지원금과 관련해서도 "자기 돈을 안 쓰고 정부 돈을 쓰는 것이기 때문에 일정한 소득이 있는 사람에게는 소비진작 효과가 작다"며 "더 어려운 사람에게 두텁게 줘야 경제순환 효과가 커진다"고 말했다.

기본소득 도입 필요성과 관련, 이 지사는 "한쪽에 쌓인 과도한 초과이익을 공평하게 나눠야 한다"며 "로봇세, 탄소세 등으로 세금을 거둬 나누면 된다"고 말했다.

원 지사는 "기본소득은 우리가 미래에 가야 할 방향"이라고 공감하면서도 "복지 일류국가가 조금씩 실험하고 있는 부분을 전격적으로 도입하자는 건 조금 무모한 것 아닌가"라고 지적했다.
