간절곶서 용역직원이 공연 허가받은 예술가 내쫓아…울주군 사과

(울산=연합뉴스) 허광무 기자 = 울산의 대표적인 해안 명소인 간절곶공원을 관리하는 사설 경비업체 직원이 정식으로 허가를 받고 공연을 진행하던 거리예술가를 내쫓은 사실이 알려져 논란이 일고 있다.

해당 직원은 어린이를 포함한 가족 단위 관객 수십명이 지켜보는 상황에서 공연에 필요한 소품을 바닥에 팽개치거나 발로 걷어찼다.

울주군은 경비업체 과실을 모두 인정하고, 재발 방지를 약속했다.

팬터마임을 위주로 넌버벌(말을 하지 않는) 공연을 하는 거리예술가 A씨는 지난 2일 자신의 페이스북에 당일 자신이 겪었던 경험을 소개한 글과 함께 동영상을 게시했다.

이 게시물에 따르면 울주군에서 지원금을 받고 거리공연을 하는 A씨는 2일 간절곶공원에서 두 번째 공연을 했다.

찰리 채플린을 연상시키는 광대 복장을 한 A씨가 한창 공연을 이어갈 때, 한 남성이 무대로 들어와 공연 도구를 빼앗아 땅에 내팽개치며 "가!"라고 소리쳤다.

잠시 당황한 A씨는 무대 한편에 세워져 있던 공연소개 안내판을 남성에게 보여줬는데, 남성은 안내판마저 발로 차버렸다.

당시 영상을 보면 아이들과 함께 공연을 구경하던 관객은 수십명에 달했다.

공연을 이어가기 어렵다고 판단한 A씨는 관객에게 "울주군에서 정식으로 허가를 받고 공연을 하는 예술가"라는 자기소개와 함께 "정식으로 허가를 받고 진행한 공연"이라고 설명했다.

그러는 중에도 남성은 A씨를 노려보거나, 주변 증거 사진을 찍으며 무대 철수를 종용했다.

일련의 상황을 지켜본 관객들이 "왜 아무 설명도 없이 그러느냐"며 항의하자, 남성은 "신종 코로나바이러스 감염증(코로나19)으로 이런 모임은 하면 안 된다"는 취지로 대답하면서 자신을 '관리소장'이라고 소개하기도 했다.

A씨는 게시글에서 "분노가 일었지만, 마무리는 해야겠기에 말도 잘 안 나오는 상황에서 관객들에게 설명했다"라면서 "감정이 이성을 덮어버리려는 느낌이었지만, 눈앞에 아이들을 보며 참았다"라고 회상했다.

그는 "결국 경찰을 불렀는데, 그 남성은 관리소장도 아니었고 용역업체 직원이었다"라면서 "상황은 끝나고 무성의한 사과가 돌아왔지만, 다시는 간절곶에 갈 일이 없을 듯하다"고 글을 맺었다.

A씨 게시글이 퍼지면서 논란이 확산하자, 울주군은 해당 사실을 모두 인정하고 재발 방지를 약속했다.

울주군은 3일 내놓은 해명자료에서 "모든 책임을 통감하고, 앞으로 이런 일이 발생하지 않도록 하겠다"라면서 "공원 관리를 사설 경비업체에 맡겼는데, 관리·감독 책임을 소홀히 한 것은 지탄받아 마땅하다"고 밝혔다.

이어 "A씨 공연은 거리공연 예술가 지원사업의 하나로, 울주군이 공연을 허락하고 경비업체에도 충분히 설명했다"라면서 "그런데 업체가 소속 직원들에게 제대로 된 교육을 하지 않아 이런 불상사가 발생했다"고 설명했다.

군은 "문제를 일으킨 장본인은 모든 책임을 지고 회사를 그만둔 상태이며, 그 직원이 말한 '관리소장' 부분도 사실과 다르게 거짓말한 것"이라면서 "경비업체와 당사자에게 책임을 물어 계약 해지와 손해배상 청구 등을 적극적으로 검토할 것"이라고 덧붙였다.
