(제네바=연합뉴스) 임은진 특파원 = 세계무역기구(WTO) 사무총장 후보로 나선 유명희 산업통상자원부 통상교섭본부장은 16일(현지시간) 위기에 직면한 WTO 체제를 정비하고 비전을 실현할 수 있는 적임자임을 강조했다.

유 본부장은 이날 오후 스위스 제네바 WTO 본부에서 열린 특별 일반이사회의 후보자 정견 발표에서 WTO가 협상 기능 정지, 분쟁 해결에서 대법원 역할을 하는 상소 기구의 마비로 근본적인 위기에 직면해 있다고 진단했다.

그는 "그동안 보호무역주의 확대와 무역 관련 긴장 고조에 따라 어려워지는 상황을 목도해왔으며, 팬데믹(전염병의 세계적 대유행)으로 초래된 세계적 위기는 재화와 용역의 원활한 흐름을 보장해야 한다는 WTO의 목표도 위협하고 있다"고 설명했다.

이어 WTO가 보다 적실성 있고(relevant) 회복력이 있으며(resilient) 대응력을 갖춘(responsive) 기구로 거듭나 전 세계적 신뢰를 복구해야 한다고 강조하며 핵심 비전으로 '3R'을 제시했다.

그는 구체적 목표로 ▲ 12차 각료회의에서 수산보조금 및 전자상거래 협상의 성과를 도출 ▲ WTO 규정 갱신과 분쟁해결시스템 복원, 협정의 이행과 투명성 제고 등을 통한 WTO 개혁 ▲ 포용적 통상과 지속가능한 개발 등을 언급했다.

그러면서 25년간 통상 분야에서 실무 지식과 전문성을 쌓아온 동시에 통상 장관으로서의 경험과 정치적 역량을 발휘해 이러한 비전을 실현할 수 있다고 역설했다.

그는 "단단한 기초 작업이 협상의 기본이며 협상을 마무리하는 것은 정치적 의지라는 점을 배웠다"며 "무역협정의 기술적 세부사항을 다룰 수 있는 실무를 경험한 동시에 통상 장관으로서 주요 무역협정을 체결하는 과정에 깊이 관여했다"고 밝혔다.

이어 "이러한 넓고 깊은 경험과 전문성을 활용해 WTO의 복원과 부흥에 필요한 식견과 창의적 해법을 제공할 수 있으리라 확신한다"고 덧붙였다.

유 본부장은 이날 15분 동안 정견을 발표한 후 75분 동안 회원국의 질의에 응답했다.

전날 시작한 후보자 8명의 정견 발표는 후보자 등록 순서에 따라 17일까지 이어지며, 이후 후보자들은 회원국을 대상으로 2개월 동안 선거 운동을 펼치게 된다.

이후 회원국은 협의를 거쳐 늦어도 11월 초순까지 차기 사무총장을 선출할 예정이다.
