(서울=연합뉴스) 문다영 기자 = 참여연대·보건의료단체연합 등 12개 시민단체는 11일 서울 종로구 참여연대에서 기자회견을 열어 '코로나19 상황에서 시급히 추진해야 할 5대 사회안전망 대책'을 발표했다.

이들은 공공병원 확충을 비롯해 ▲ 상병수당·유급병가휴가 도입 ▲ 돌봄 시설 등 필수기관 운영 보장 ▲ 전 국민 고용보험 도입 ▲ 홈리스 대상 주거 대책 마련 등을 주장했다.

참가자들은 "신종 코로나바이러스 감염증(코로나19) 확진자가 100명대로 감소세를 보이는데도 병상이 부족하다"며 "공공병원 확충이 시급하다"고 주장했다.

이어 "공공병원이 없는 의료취약지에 공공병원 설립 계획을 마련하고 설립 시 예비타당성 조사를 면제해야 한다"고 밝혔다.

아울러 "생계 문제가 있는데 아프면 사나흘 쉴 수 있는 노동자가 얼마나 있겠냐"며 "상병수당과 유급병가휴가를 더욱 강화해야 한다"고 했다.

참가자들은 어린이집과 유치원, 요양 시설 등 돌봄 시설 운영이 필수적으로 보장되어야 한다고 했다.

박민아 정치하는엄마들 활동가는 "학교 문이 닫힌 지금 아이들은 학원에 내몰리고 있다. 양육자는 아이들이 학교 안에서 안전한 공적 돌봄을 받길 원한다"고 말했다.

현정희 노인장기요양공대위 공동대표는 "요양 시설에서 사회적 거리를 지키기 어렵다"며 "노인과 장애인 등 사회의 약자를 돌보는 노동자들은 안전한 노동환경을 보장받지 못하고 있다"고 했다.

이들은 "코로나19 상황에서 특수고용노동자, 프리랜서와 같은 비전형노동자와 자영업자가 소득 상실과 실업의 위험에 더 노출된다"며 "전 국민을 대상으로 한 고용보험이 도입돼야 한다"고 했다.

이어 "24시간 감염에 노출된 홈리스에게 자가격리 가능한 수준의 주거를 마련하는 등 긴급 주거 대책을 마련해야 한다"고 주장했다.
