경기도, '사람을 사람답게' 기본소득박람회 9월 온라인 개최

국내외 석학 20여명 참여, 기본소득 정책·추진사례 등 논의

(수원=연합뉴스) 이우성 기자 = 기본소득과 지역화폐 정책을 한 자리에서 볼 수 있는 '2020 대한민국 기본소득 박람회'가 오는 9월 온라인으로 개최된다.

경기도는 5일 국회에서 브리핑을 열어 "경기도에서 시작한 기본소득 정책의 의미를 대한민국과 세계에 널리 알리고자 '사람을 사람답게'라는 슬로건 아래 9월 10∼11일 2020 기본소득 박람회를 개최한다"고 밝혔다.

도가 주최하고 경기연구원, 경기도시장상권진흥원, 기본소득한국네트워크, 킨텍스가 공동주관하는 이번 박람회는 국내외 경제학자, 기본소득 활동가, 연구기관 관계자 등이 온라인 방식으로 참여할 예정이다.

박람회는 당초 지난 2월 6∼8일 수원컨벤션센터에서 개최될 예정이었으나 신종 코로나바이러스 감염증(코로나19) 확산을 막기 위해 개막을 1주일 앞두고 연기된 바 있다.

도는 코로나19 감염확산의 우려가 완전히 해소되지 않은 상황임을 고려해 오프라인 행사는 따로 진행하지 않고 박람회 홈페이지와 경기도, 방송사 유튜브 채널 중계 등을 통해 비대면 방식으로 박람회를 진행한다고 설명했다.

박람회는 첫날 온라인 개막식을 시작으로 기본소득 지방정부협의회 출범식, 기본소득 특별대담, 기본소득 국제콘퍼런스, 기본소득 및 지역화폐 온라인 전시 등으로 나눠 진행된다.

온라인 개막식에는 이재명 경기도지사가 개회사를 통해 기본소득 정책의 성과와 미래비전을 제시한다.

이어 기본소득 정책을 추진하거나 준비하는 전국 40여개 지자체의 대표가 기본소득 정책 비전을 발표하고 기본소득 지방정부 협의회 출범 행사를 진행한다.

또 이재명 지사와 세계적 경제학자인 제러미 리프킨 미국 경제동향연구재단 이사장이 '포스트 코로나 기본소득'을 주제로 특별대담도 나눈다.

둘째 날 기본소득 국제콘퍼런스에는 에두아르도 수풀리시 브라질 전 연방상원의원, 카렌 주스트 남아프리카공화국 전 국회의원, 애니 밀러 기본소득지구 네트워크 공동설립자 등 10여개국에서 20여명의 석학과 지방정부 관계자, 연구기관 책임자들이 온라인으로 참여해 토론을 벌인다.

기본소득을 주제로 역사관, 세계관, 영화제 등 17개 코너로 구성된 '기본소득 및 지역화폐 온라인 전시관'은 박람회 홈페이지에 가상 3D 전시관 형태로 조성된다.

PC나 모바일 기기를 통해 박람회 홈페이지에 접속하면 입장할 수 있다.

박람회 공식 홈페이지는 개막에 앞서 8월 중순 오픈할 예정이다.

정성호(국회의원) 박람회 조직위원장은 "4차 산업혁명의 영향으로 노동시장의 변화가 전례 없이 빠르게 진행되고 있는데도 기존 복지 제도는 시대 변화를 따라가지 못하고 있다"며 "복지적 경제정책으로서 기본소득이 유력한 대안으로 떠오르고 있는 만큼 이를 논의하는 정책축제인 이번 박람회에 많은 관심을 부탁드린다"고 당부했다.
